SCOPE OF SERVICES

Unwin Park is a 15-hectare (36 acre) park located in Newton, Surrey. The park offers a variety of amenities, including sports fields, playgrounds, a water park, outdoor pool, lacrosse boxes, and a games court. The park is well-used and valued by residents, but some of the amenities are outdated, underutilized, or in need of improvement. Over the years, adjacent parcels of land have been acquired to facilitate future growth of the park. There is opportunity to review its programing through an equitability lens and recent learnings from the City’s neighbourhood wide campaign (Focus Newton Action Plan). The park also faces challenges, such as limited parking, accessibility issues, and conflicts between different user groups.

The Parks Division is seeking a Proponent and its team with expertise in park planning and design, community engagement, and landscape architecture to develop a master plan for Unwin Park. The master plan will include a vision, a final master concept plan with supporting plans, diagrams, and images, and design guidelines for the future re-development of the park. The master plan will reconfigure the existing amenities and add new ones to meet the current and future needs of the park users and the community. The master planning process will need extensive community engagement with existing park users, sports groups, the public, and internal City stakeholders.

Experience working on high-profile parks with a wide variety of established existing user groups and a diversity of resident needs will be an asset; collaboration between firms may be required to fulfill all project needs.

INFORMATION MEETING

An information meeting will be hosted by the City Representative to discuss the City’s requirements under this RFP (the “Information Meeting”). While attendance is at the discretion of Proponents, Proponents who do not attend will be deemed to have attended the Information Meeting and to have received all of the information given at the Information Meeting. At the time of issuance of this RFP a meeting has been scheduled as follows:

Where: Video/Phone Conference – Microsoft Teams Meeting

Proponents interested in participating in this Information Meeting should email their request to [email protected] on or before May 26, 2025.

Time: 9:30 a.m. to 10:30 a.m., local time

It is possible that some questions raised, and information provided during the Information Meeting may be the only source of critical information essential to prepare and submit a successful Proposal. Proponents are responsible to ensure they are fully informed and have a clear understanding of the requirements.

Note: No minutes of the Information Meeting will be provided

The Proponents are responsible for any fees incurred as a result of the Information Meeting.

ADDENDA 

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
